I'm a crafter by trade, and was wondering how I can make a dreamcatcher with sugar that can stand up on a cake, 3D? help?

Not sure about making with sugar. But you could try using royal icing.
Get a picture of one and cover with wax paper. After you ice it, let it dry completely.
I'd make several in case one breaks.
