New pastry bag - remove tape?

New pastry bag - remove tape?

I just bought a new pastry bag and it came with what looked like stiff tape wrapped around the end of it. The tape didn't seem to want to come off easily, but with it there I cannot screw the coupler on (the tape is too thick). Is it supposed to be this way? Should I remove the tape?

You are suppose to cut the end of the bag with scissors to fit the coupler then add the tip and the collar. Hope this helps.
